Description: The planet of Kostroma is a dense urban jungle. Massive sky towers dominate the heights, while the poor and working class live in the lower habs. The two primary and rival cities, Asteron and Kostroma Prime are the largest hive cities. Beyond the city limits, much of the planet is wasteland. Polluted by nuclear devastation and climate change, it is rumored that only mutants and outcasts inhabit them.

It is often said that the mob rules Kostroma and for the most part that is true, the Drithali as a species and a culture are split into castes. Racism and elitism are common and it is rare for a member of the plebs to rise from their station. A notoriously clannish lot, the Drithali are devoted to the concept of ancestor worship and their veneration. Each family home is often adorned at a shrine, containing bones, trinkets, and objects. A frowned upon practice (but nonetheless common) was for family members to feed on the corpse of their relatives. This ritual cannibalism is believed to imbue those who partake with the fallen's strength and vitality.
History:
Kostroma as a centralized state has often struggled to exist over the centuries. Governments have come and gone and it is rare that a President in the Republic has finished his term without experiencing a coup or bloody power struggle. The massive hive cities that spread across the planet and its billions of huddled masses have only aided to the roiling discontent that has often ended with bloodshed. The one steady undercurrent in Kostroman politics has been the presence of corruption and its criminal underworld. At first, many gangs were simply a tool for political parties to gain extra votes at the polling booths. But, the drug trade and its hefty profits (alongside state sponsorship) turned criminals from poorly equipped and trained street toughs to a rival to the professional military establishment. The formation of paramilitary organizations was blessed by the government as these new mercenary bands would often fight for whichever political party was paying them the most.
As discontent mounted and the authority of the central government was frequently called into question, the government in turn drafted in their hired muscle to suppress rebellion. It was not uncommon in the late republican era for rival paramilitary organizations to clash openly in the streets of Kostroma or Astera. The secession crisis between Kostroma and her off world colonies finally pushed the situation to a breaking point. With their first attempts to suppress the rebellion in tatters, the Kostroman’s once again turned to their paramilitary units to continue the fight. Authority was granted to criminals and gangsters that were more accustomed to slaughtering their rivals on the streets or fighting for the highest bidder into generals and commanders.
Four bloody years of combat on distant battlefield and brutal atrocities had turned criminals into war heroes and celebrities as state propaganda lauded their achievements. Likewise, cartel members had become battle hardened soldiers. The effect was soon felt on Kostroma’s streets as the cartels and paramilitaries turned to fighting one another for not only control of the drug routes but political control as well.
The strongest of these groups was called the Red Brigade or Red Scourge, or more commonly known as the Syndicate. Backed by the strongest gangs, outfits, and a strong populist message that resonated with the people, the Syndicate waged a bloody battle on Kostroma’s streets and in her criminal underworld. Soon, the Syndicate was winning not only on the streets but in the voting booth. Politicians were bought and so were the votes needed to push Drussus Kommenous, the first pleb to be voted in as Consul of the Republic in the last three centuries.
Yet the paramilitaries and their supporters were hardly finished. The bloodshed on the streets meant that the Republic needed a savior – and the only way that Kommenous could be declared a savior was to invoke the Senate’s dictatorship laws, giving him absolute power to rule by decree. Such was the state of crisis that the Senate dismissed the provision requiring Kommenous to step down within six months. Instead, the Republic has been governed under an ‘’ Emergency Law ‘’ for the last three decades that has slowly entrenched the Syndicate into all facets of the weak Kostroman state institutions.
Military:
The Kostroman Army has largely devolved into a ceremonial role. It is the Peoples Defense Force that have access to premium recruits, weapons, and technology that the Army does not. These militia units are answerable only to the Consul, unlike the Kostroman Army which has maintained an independent chain of command. The Kostroman Navy likewise consists of a few small cutters and patrol boats. The independent warlords have been granted governmental charters have their own massive fleets that have become the primary tools of power projection for Kostroman authorities.

The Drithali are a reptilian species that over the millennia has split into three distinct sub-species:
Saar: The most common of the Drithali, the Saar are bipedal humanoids standing at approximately six feet tall. The Saar lack the massive strength of their Tr'Kan and Vulkeir cousins but their ability to produce large egg clutches and large brains that they have become the most dominant on Kostroma.
